Royle points to some success stories.

Botswana has reportedly performed well in managing its diamond revenues.

It has 'reserves instead of debts, and corruption is virtually unknown'.

Mozambique: Sugar production has increased and poverty levels have fallen as the economy has shown a healthy 8% annual rise since 1996.
