However, no-one has ever been convicted of criminal offences regarding the abuse at the council-run Green Field House, between 1964 and 1970.
The home was then managed by ex-soldier Don Prescott, who died about 19 years ago.

On 6 July 2010, it was reported that John Affleck, 52, threw petrol over Oliver Gilbart-Smith, 62, when Gilbart-Smith appeared in court.
Affleck pounced on Gilbart-Smith, 62, moments after he had been cleared in a UK Court of 17 counts of sex assaults on boys at a children's home in the 1960s.
Affleck pulled a bottle of petrol from his pocket and doused Gilbart-Smith whom he had accused of raping him.
Judge Stephen John sentenced John Affleck to a year in jail.
A jury cleared Gilbart-Smith on 15 of the 17 charges he faced which alleged sexual abuse on eight boys between 1967 and 1970.
The notorious Crown Prosecution Service said it did not want to pursue two child sex charges which a jury had been unable to decide upon.
The allegations involved Gilbart-Smith and others at Greenfield House children's hostel in Maidenhead, Berkshire.
The hostel housed children of primary school age.
Affleck was a resident there in the late 1960s and early 1970s.
The court heard residents were subjected to sustained, systemic abuse at the hands of the home's managers and numerous visitors.
The youngsters were repeatedly raped and were 'loaned out' to other paedophiles elsewhere.
